SENATE BILL NO. 261 An Act relating to the release of                          
employment security records; relating to an injunction or an                   
employer's security for delinquent unemployment insurance                      
contributions; extending time periods for redeterminations and appeals         
for unemployment insurance; relating to the overpayment or the                 
redetermination of unemployment insurance benefits; relating to                
availability for work, seeking work, and the calculation of wages for          
unemployment insurance purposes; relating to voluntary federal tax             
withholding from unemployment insurance benefits; relating to the              
binding effect of unemployment compensation decisions; relating to             
the definition of `waiting week' for employment security purposes;             
and providing for an effective date was read the second time.                  
                                                                               
Senator Halford moved and asked unanimous consent that the bill be             
considered engrossed, advanced to third reading and placed on final            
passage.  Without objection, it was so ordered.                                
                                                                               
SENATE BILL NO. 261 was read the third time.                                   
                                                                               
The question being: Shall SENATE BILL NO. 261 An Act relating                  
to the release of employment security records; relating to an                  
injunction or an employer's security for delinquent unemployment               
insurance contributions; extending time periods for redeterminations           
and appeals for unemployment insurance; relating to the overpayment            
or the redetermination of unemployment insurance benefits; relating            
to availability for work, seeking work, and the calculation of wages           
for unemployment insurance purposes; relating to voluntary federal             
tax withholding from unemployment insurance benefits; relating to              
the binding effect of unemployment compensation decisions; relating            
to the definition of `waiting week' for employment security purposes;          
and providing for an effective date pass the Senate?  The roll was
